Fallout 2 mod Static Talking Heads for Modders No Mutants Allowed
It might not be worth it cause Fallout 2 only uses a limited palette of colours hence why the images look a little "crusty", you can probably tell by looking at the Talking Heads in this video. Feel free to DM me but I'd also recommend the No Mutant Allowed website and forums since that's where I learned most of what I need to start modding.

The heads were modelled on pre-made clay models and so took a good deal of time to create, so the number of talking heads in the original Fallout and Fallout 2 were limited and reduced from initial expectations. Last year, modder Goat_Boy added over 100 original talking heads to Fallout 2 in their 'Talking Heads Addon' mod.
